'Thiyaga Seelar' Kakkan's Speech on the Representation for the Scheduled Classes in the Constituent Assembly of India on 30th November 1948:

P. Kakkan (Madras: General): Mr. Vice-President, Sir, I am very glad to support article 10. The Scheduled Castes candidates hitherto did not get proper appointments in Government services. The higher officers selected only their own people, but not the Scheduled Castes. Sir, even in the matter of promotions, we did not get justice. I say in this House that the Government must take special steps for the reservation of appointments for the Scheduled Castes for some years. I expect that the Government will take the necessary steps to give more appointments in Police and Military services also. For example, in Kashmir the Scheduled Castes are fighting with great vigour. I say in this House that the Scheduled Castes must be given more jobs in this Government and be encouraged by the Government.
